Punjab has undertaken many FLN/NIPUN initiatives as a continuation of the state’s own ‘Padho Punjab Padhao Punjab’ program which brought in critical academic elements of teaching-learning materials, lesson plans, student workbooks and assessments together to improve learning outcomes of the children in the primary grades. The state resource group has been engaging with CSF to bring innovations in the design and effectiveness in monitoring and implementation of the FLN program for the state.

Punjab’s project management unit (PMU) supported the state in conducting a baseline sample study across grades 2, 3 and 4 using the tech tool Tangerine. The study aimed to understand the current learning levels of children, and set district-level targets for achieving FLN.

The baseline study in Punjab is the first instance of a state using Tangerine, a software application optimized for offline data collection on low-cost Android devices, to conduct a large-scale assessment in India

In particular, the state is keen to explore the possibility of a competency-based system of education and re-orient the Learning Outcomes Framework (LoF), student materials, teacher guides and assessments around the same. CSF has supported the state in administering the Ministry of Education’s 100 days of reading campaign by on-boarding partners and regularly tracking child engagement.
