Punjab has prioritised FLN since 2008 through the Padho Punjab Padhao Punjab Mission. Despite being the top-performing state in the National Achievement Survey (NAS) 2021, there was still a need for improvement in FLN competencies. In response, Punjab launched Mission Samrath in 2023, targeting Grades 3 to 8 in its first year and Grade 2 subsequently, using the Teaching at the Right Level (TaRL) approach to address FLN gaps. By May 2024, assessments showed significant improvements in student competencies across ~19,000 schools.
